TTB Retail Dealer Registration

Have You Registered Your Liquor Permit with TTB?

Virtually every retail or wholesale liquor permit holder in the country is required to file an Alcohol Dealer Registration with the Alcohol & Tobacco Tax & Trade Bureau (TTB).

27 CFR § 31.114 requires that every alcohol beverage "dealer" apply for an Alcohol Dealer Registration with TTB. The application must be filed before engaging in business, and on or before July 1 of each year thereafter.  However, as long as no information provided on the initial application has changed since the previous registration form was filed, no additional registration is required.

Who is a "dealer"?  27 CFR § 31.1 defines a "dealer" as “[a]ny person who sells, or offers for sale, any distilled spirits, wines, or beer.” This means that "dealers" include liquor stores, restaurants, bars, lodges, grocery stores, gas stations, carry-outs, hotels, event venues, casinos - and virtually anyone has a retail liquor permit.  The definition of "dealer" also encompasses alcohol beverage wholesalers and importers.

​27 CFR § 31.14 provides for harsh penalties for failure to apply for an Alcohol Dealer Registration, including fines up to $100,000 in a calendar year (for multiple violations), and even imprisonment up to 1 year, per 26 U.S. Code § 5687.  â€‹
